Born 25 December 1881, the son of Peter Williams and Mary Price his wife, Brymbo Hall, Wrexham, Denbighshire. His father was the managing director of the Brymbo Steel Co. He was educated at Grove Park School, Wrexham, at Mold, and at Victoria University, Manchester, where he graduated B.Sc. (with honours) in science and M.Sc. He earned his living as an engineer at Sheffield, Warrington and South Africa, and held a number of important managerial positions. Williams undertook research work on the industrial potential of Canada. In 1924 he was elected M.P. (Lib.) for Wrexham following an electoral pact with local Conservatives, when he defeated the historian Robert Richards. He was bitterly disappointed when Richards re-captured the seat in 1929, and his political career came to an abrupt end. He served as J.P. for Lincolnshire, was a Congregationalist and deeply interested in music.

He married 23 June 1909, Marion, daughter of Thomas Davies, Brymbo. She was the author of a number of novels and plays. They lived at Sanddeth House, Gwersyllt, Wrexham, and briefly at 42B Courtfield Gardens, London. He died 18 August 1965.
