Born 4 December 1867, at Tyddyn Uchaf, Llanllechid, Caernarfonshire, son of Hugh Jones and Catherine his wife. He was educated at the University College, Bangor and St. David's College, Lampeter, where he took his B.A. degree in 1896. In the following year he was ordained deacon with licence to the curacy of St. David's, Blaenau Ffestiniog. He proceeded to priest's orders in 1899, and became curate of Llanllyfni in 1902. He became vicar of Ysbyty Ifan in 1906, vicar of Llysfaen in 1915, and rector of Llangynhafal (with Llangwyfan) in 1934. He married, 9 January 1917, Elizabeth Dolben Jones. Upon his retirement in 1944 he went to live at Colwyn Bay where he died 12 August 1946.

He contributed much to the Church in Wales periodicals Yr Haul, Y Llan, etc. He was one of the most zealous members of the Welsh Bibliographical Society, becoming one of its vice-presidents. He contributed articles and notes on literary and bibliographical topics to the Society's Journal (see examples in vols iii-vi, and note particularly his series of five articles entitled ' Studies in Welsh Book Land'). He was a careful bibliographer and collected a good private library; some of his books and manuscripts went to the Library of the University College, Bangor, and others to the National Library of Wales. His most important work for the National Eisteddfod was his essay (1933) on the history of Catholicism in Wales in the seventeenth century.
