, where he graduated in

; he was
called to the Bar
in
1863
. He took a prominent part in the public life of his county and of
Wales
, especially in the
promotion of secondary and higher education
. He was
M.P.
for the county from
1894 till 1905

chairman
of the
Central Welsh Board for Intermediate Education
from
1896 till 1905
, an active supporter of the
University College of Wales
and of the
University of Wales
which he had done much to bring into being. In politics, he was a convinced
Liberal
