Born 19 November 1829 in Pen-y-bont-fawr, Montgomeryshire. He hailed from a deeply religious family - on his mother's side he was related to the hymnist, Ann Griffiths. He worked in a factory at first. He was received into church membership at Llanfyllin when he was sixteen. For a while he was at a school kept by Evan Jones (Ieuan Gwynedd); later he himself kept school in the same place. He began to preach at Llanfyllin; be ministered at Berea (Anglesey), 1853-4, Maentwrog, 1854-6, Fetter Lane, London, 1856-63, Brymbo and Wrexham, 1863-7, Llanbryn-mair, 1867-81, and Fetter Lane (for the second time) together with King's Cross, 1881-1901. He retired from the ministry and lived in Liverpool, 1901-18, and London, 1918-20. In 1920 he received a Civil List annuity. He was chairman of the Welsh Congregational Union in 1887. He died 1 June 1920.

Many of Owen Evans's published works consisted of addresses which he had given in Bible study classes. They are: Gwyrthiau Crist, 1868, Dammegion yr Arglwydd Iesu, 1873, Oriau gyda'r Iesu, 1882; Merched yr Ysgrythyrau and Sêr y Duyrain, 1886, Geiriau Olaf Iesu Grist, 1887, Yr Aberthau, 1889, and Bywgraffiadau'r Beibl a Phregethau Eraill, 1899. He was not an eloquent preacher in comparison with some of his contemporaries nor was his literary style of a high quality. His brothers, David Evans (1842 - 1914) and Thomas Evans (1844 - 1922) are noticed separately.
